Environmental Analyst IV Wastewater Program - Springfield

The Massachusetts Department of Environmental Protection (MassDEP)

Duties and Responsibilities include, but are not limited to:

  • Supervise staff of a lower grade in daily activities and assignments consistent with program goals.
  • Review and analyze data, plans, specifications, engineering reports and cost estimates for complex environmental science projects such as municipal or industrial wastewater treatment plants and/or leachate treatment facilities.
  • Prepare/review and execute the enforcement of regulations relative to wastewater management/treatment systems, confer with suspected violators, and suggest solutions.
  • Review and/or recommend approval/denial of sewer extensions and groundwater/surface water discharge permits.
  • Provide expert testimony as needed.
  • Write memoranda, letters, and technical or general reports concerning engineering projects to provide information and make recommendations regarding such matters as conditions of municipal and large wastewater management/treatment systems.
  • Conduct facility inspections, field investigations and surveys by collecting information, samples, conducting tests and analyzing data.
  • Recommends modifications to plans, specifications and designs.
  • Participate in Regional Initiatives related to the program.
  • Provide technical assistance.

 

Preferred Experience and Qualifications:

  • Knowledge of appropriate Wastewater Regulations.
  • Knowledge of the principles of sanitary engineering/science, wastewater treatment, collection, conveyance, treatment and disposal.
  • Ability to read and understand plans, specifications, and technical reports.
  • Ability to translate scientific and regulatory requirements into a permit.
  • In depth knowledge of data gathering and analysis techniques.
  • Ability to express ideas clearly and concisely.
  • Supervisory experience.
  • Ability to develop professional working relationships with associates, subordinates and with the regulated community.
  • Wastewater operator’s licensure or the knowledge/experience to obtain licensure.

MINIMUM ENTRANCE REQUIREMENTS:

Applicants must have at least (A) five years of full-time, or equivalent part-time, technical or professional experience in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health, of which (B) at least three years must have been in a professional capacity, and of which (C) at least one year must have been in a supervisory, managerial or administrative capacity, or (D) any equivalent combination of the required experience and the following substitutions.

 

Substitutions: 

I. An Associate's degree with a major in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health may be substituted for a maximum of one year of the required (A) experience.*  

II. A Bachelor's degree with a major in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health may be substituted for a maximum of one year of the required (A) experience.* 

III. A Graduate degree with a major in environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health may be substituted for a maximum of three years of the required (A) experience and one year of the required (B) experience.* 

 

*Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed. 

 

NOTE: Educational substitutions will only be permitted for a maximum of one year of the required (B) experience.  No substitutions will be permitted for the required (C) experience.
